Designer Supervision

Our goal is to ensure the full and accurate implementation of all technical solutions specified in the design documentation of JSC SEP, as well as the prompt elimination of any inconsistencies identified during construction.

Principles and Regulatory Framework

Designer supervision in our company is carried out in strict compliance with:

  • current requirements of the legislation of the Russian Federation, including SP 11-110-99 and other applicable regulations;
  • the corporate standard “Designer Supervision and Design Support of the Project,” which is part of our quality management system.

Process Organization

Overall management and responsibility for designer supervision for each facility lies with the Chief Project Engineer.

For each facility covered by a contract, an order is issued by the General Director. This order appoints specific specialists from relevant departments who are authorized to carry out designer supervision and approves the schedule of their visits to the construction site.

Functions and Responsibilities of Specialists

The appointed specialists, as part of designer supervision:

Conduct on-site inspections according to the approved schedule or upon special request in order to:

  • perform interim acceptance of critical structures;
  • inspect hidden works.

Record all key events in the Designer Supervision Log:

  • identified deviations from the design documentation;
  • comments and instructions;
  • progress of corrective actions;
  • issuance of revised documentation.

Promptly resolve technical issues that arise for the customer and contractor on site.

Make the necessary changes to the design documentation in a timely manner and in accordance with the established procedure.

Document Flow and Responsibility

The Designer Supervision Log is a key as-built document. During the construction period, the contractor is responsible for keeping it safe and ensuring access to it for all authorized parties, including supervisory authorities, the designer, the customer, and subcontractors. After construction is completed, the contractor transfers the completed log to the customer for archiving.

For us, designer supervision is not a formality, but a crucial stage of work that ensures the quality, safety, and durability of the energy facilities being created.
